Have You Met the Meaningful Use Criteria?

On April 18th, physicians may begin to attest to their achievement of the Stage 1 meaningful use criteria through a certified electronic medical record and apply to receive Meaningful Use incentive funds. 


  • Meaningful Use requirements include 15 core measures, any 5 of 10 operations measures, and 6 clinical quality measures (consisting of 3 required core measures and 3 additional measures), achieved for a minimum of 90 consecutive days in 2011.  Review the Stage 1 EHR Meaningful Use Specification Sheets for core and operation measures, and the Clinical Quality Measures page for information on the required clinical quality measures.  


  • Prior to attestation, physicians must register in the CMS EHR Registration and Attestation System, and CMS is encouraging physicians to register as soon as possible.  This step can be completed before installation of a certified EHR, and even if the physician does not have an enrollment record in PECOS. 


  • While the Attestation portion of the system is not yet available, CMS has released screenshots to assist physicians to prepare; however, the agency continues to review the program, and the final appearance and language may incorporate additional changes.  CMS promises to release additional information about the attestation process soon, including User Guides that provide step-by-step instructions, and educational webinars that describe the process in depth. 


  • The last day for physicians to begin the 90-day reporting period for 2011 incentive payments is October 1, 2011.


  • Every provider that accepts Medicare qualifies for the stimulus funds; the amount of the incentive is pro-rated based on 75% of Medicare allowed charges in the office or out-patient setting, up to a maximum 2011 payment of $18,000 (or $24,000 in allowed charges).  If a physician only bills $20,000 in allowed charges, for example, their incentive payment would be $15,000 for the year.
